If you asked 24 different painters to paint "a dog running," the dog would look slightly different in every painting. The spots might move, the tail might change length.
When you played it back, the dog would look like it was flickering or morphing. This is a big problem in AI video.
Temporal Consistency is the fancy term for "keeping things looking the same over time." The AI has to remember what the dog looked like in Frame 1 while it paints Frame 2.
